The National Committee for Laboratory Animals has reviewed the opinion "Transition to non-animal research" of the National Committee for the Protection of scientific purposes (Nationaal Comité advies dierproevenbeleid, NCad). Following this, recommendations were made on how to achieve the goal of a reduction of the number of animals used for scientific purposes. The declaration was submitted to the Minister of Agriculture and Food, Olaug Vervik Bollestad.

In its statement, the Committee for Laboratory Animals recommends taking the initiative for a Norwegian public study (NOU) in order to depict the potential for a transition to research without the use of laboratory animals, formulate clear goals and provide a concrete plan for the transition. In addition, the Committee recommends the establishment of a national, state-financed 3R center, which will be able to coordinate the efforts of all actors involved and to support the development of alternatives on animal experiments through an associated research and development fund.

Although Norway is not a member of the EU, the country is integrated by the European economic area together with Iceland and Liechtenstein into the EU structures.
